With PBHLS, your pension savings act as collateral, giving you access to finance for purchasing land, building, or improving your home, while protecting your retirement future.
What is the PBHLS?

The Pension Backed Home Loan Scheme (PBHLS) allows active GIPF members to borrow up to 33.33% of their pension credit (withdrawal/ transfer benefit) as collateral for a housing loan. Unlike traditional mortgages, no bond is registered over your property – instead, your pension serves as the guarantee.
This innovative scheme makes it possible to:

Who Qualifies?

The PBHLS is available to:
- All active qualifying GIPF members (currently employed and contributing monthly to the Fund)
- Members with sufficient pension credit t o qualify for the minimum loan of N$5,000
- Members whose total salary deductions will not exceed one-third of their earnings (as required by law)

- Obtain, complete and submit application forms via your respective Human Resources (HR) Offices or via the Kuleni Financial Services website.

Loan Terms
- Maximum Loan Amount: 33.33% of your pension credit
- Minimum Loan Amount: N$5,000
- Interest Rate: Repo rate 6.50% + 2.5% (currently 9.00%)
- Repayment Period: Up to 20 years or until retirement, whichever is shorter
- Repayments: Monthly instillments including capital and interest

Frequently Asked Questions (FAQs)
Your pension benefits serve as a guarantee for the loan. No bond is registered over your property.
- On resignation: the outstanding loan is deducted from your pension credit.
- On retirement: the loan should be fully repaid before retirement age.
- On death: the outstanding loan is deducted from your pension credit before benefits are paid to beneficiaries (members are encouraged to take life cover).
Up to 33.33% of your pension credit, provided deductions do not exceed one-third of your salary.
- Benefit statement from GIPF
- Certified ID copy
- Latest payslip
- Quotation signed by service provider and member
- Deed of sale / title deed (if applicable)
- Certificate of customary land right (for unproclaimed areas)
- Additional documents if refinancing or as requested by administrators
